Federal publishes it with no joining fee and no annual membership fee — but describes that as a limited-period offer rather than a permanent term, as it does for its whole range. So it is free today and worth confirming on the application page on the day you apply.
3x rewards on electronics and apparel, 2x on entertainment and 1x on everything else. Federal uses the same 3x-2x-1x structure across its three cards and simply points it at different categories — on the Imperio it is healthcare and groceries, on the Celesta travel and international.
One complimentary domestic lounge visit a quarter, unlocked by spending Rs. 20,000 in that quarter. That is the lowest bar of Federal's three cards — the Imperio needs Rs. 40,000 for two visits and the Celesta Rs. 60,000 — so on a free card it is the most reachable lounge benefit of the three.
It depends entirely on where you spend, because all three cost the same, which is nothing. Signet for electronics, apparel and entertainment; Imperio for healthcare, groceries and utility bills; Celesta for travel, international spending and dining. The Celesta also adds two international lounge visits a year with no spend condition.
Federal does not publish a rupee value, which is why we quote the multiplier rather than a percentage. Without the conversion a 3x rate cannot be compared against a cashback card, so ask the bank for the current redemption rate before choosing on the reward rate alone.

All three Federal cards gate lounge access behind quarterly spending, and the thresholds differ sharply. The Signet needs Rs. 20,000 in a quarter for one domestic visit; the Imperio needs Rs. 40,000 for two; the Celesta needs Rs. 60,000 for two, and adds two international visits a year with no spend condition at all.
Rs. 20,000 a quarter is about Rs. 6,700 a month, which a household clears on groceries alone. If lounge access is the reason you want a free Federal card, the Signet is the one whose condition you will actually meet — the Celesta's international visits are better, but its Rs. 60,000 domestic bar is three times as high.
